McColmans  dumping waste in Kelowna ALR – update VI
Another inspection at 1040 Old Vernon Road revealed Alzie McColeman was good and fukked as he was ‘Out of Compliance’ and that surely ain’t a good thing.
Alzie had 30 days to get his concrete waste OUT of ALR ground at 1040 Old Vernon Road. That did not happen and Alzie McColeman will be cutting a huge cheque. “MSD Ltd. must apply for a waste discharge authorization with the Ministry of Environment and Climate Change Strategy and immediately cease the unauthorized discharge of effluent to the environment. Alzie’s waste almost certainly came from the Covenant Health South Campus. The $250m Covenant family project is supported by the Government of Alberta and is being built in southeast Edmonton. Southeast Campus demolition occurred in 2023 and included concrete waste, ashpalt and hazardous waste. Asbestos was commonly used in the 70s not only for pipe insulation, but in drywall tape and flooring. It is a well recognized carcinogen.

Alan Gerald McColman and Don McColman, owners of the former Russo Sawmill site, a Kelowna eyesore for decades, have been ordered by the Agricultural Land Commission to stop dumping waste on the site. 20 loads of asphalt and 300 loads of crushed concrete has been dumped there. The 4 historical sawmill properties from east at the top to west at the bottom.

In 2013 the Provincial Court of Alberta fined and ordered McColman & Sons Demolition Ltd. to remove an unauthorized landfill located east of Edmonton. Alzie McColman pled guilty to charges under the Environmental Protection and Enhancement Act and the Water Act. The order required the company remove all waste from the site, and address any negative environmental impact on the site by January 1, 2015. A stop-order was also issued. Remediation of the site was estimated to cost $1.85m and the company was fined a bargain basement $20k for operating the landfill illegally.

21. Investigators learned in the course of inspections of other demolition companies in the Edmonton area, none had onsite landfills. The more typical practice was to use bins at the demolition site to separate waste from recyclables and to then haul the bins to commercial landfills.

22. In the two years that the McColman landfill operated illegally, the company enjoyed some economical benefit over its competitors by having the onsite landfill.

In 2017 the Kandolas and McColmans applied to “operate a recycling facility for construction and demolition waste, specifically concrete and wood on the subject property.” That was denied.

The Russos started a sawmill on the site in 1949. The sawmill produced railway ties and became a waste wood dump for generations. The sawmill operated off and on until 2005, when the equipment was removed and the land sold. The Kandolas bought 982 Old Vernon Road in 2005. McColman and Sons Demolition Ltd. bought 1040 Old Vernon Road in 2007.

In November, the Ministry of Environment issued a warning letter to TNT Trucking Ltd. for illegally operating without a “waste discharge authorization” and ordered it to rectify or face a fine of up to $1 million and/or jail of six months. A waste discharge authorization is written permission to release waste into the environment under the Environmental Management Act (EMA). Waste under the EMA includes air contaminants, effluent, garbage and hazardous waste.


McColman and the Kandolas tried to remove their land from the ALR in 2007. Their applications were rejected. In 2014 the Kandolas tried and failed to have their land removed from the ALR. In 2015 McColman tried and failed to have land removed from the ALR.“With non-farm uses, we could hopefully generate enough income to remediate the land further, as there are large amounts of wood debris to be dealt with,” Manraj K. With transportation costs it will be a minimum $500k to remove the dump.
The site has been misused and abused repeatedly since 2005. There are dozens of ignored orders over 20 years from both properties. “To date, significant enforcement action has taken place on the property by both the ALC and City staff.”
